They claim it is good for a garage but it's latex so don't use it in your garage, or atleast don't park a car on it. If your walls were already painted once, then DryLok won't help except in any cracks.

Take some one ft plastic squares and tape them tightly to the walls, sealing them. Let them be for a couple of days. If there's any moisture transfer, you'll have condensation. DiyPaintingGuide.org.

(Well, I suppose if you painted the bare concrete with a moisture retarding paint you can still use Dricore, etc. as you are not trapping moisture within interior space.)

I've tried removing the paint using some of the best paint strippers out there without much luck: Peel Away 1, Peel Away 7, Smart Strip, Smart Strip Pro, and Lightning Strip. I tried 3000 psi pressure washing with very poor results.
