Like even in Gen 2 it's probably outshone by Bellsprout in terms of grass types and that's not even like a somewhat later thing like Darmanitan overshadowing Emboar, it's like the second town in the game that you can catch Bellsprout. The other big thing going against Chikorita in gold/silver.
