You might try the 'ipconfig/release' command to get a new address, however for a PC/laptop/device, that only changes the address on your local network, usually a private address.

My router's addressing scheme can't be changed, but Comcast is giving me a Default Gateway IP address of 98.215.10.1, so any address my router tries to assign is 'out of range'.

Please also note that even if your area has stopped offering multiple IP addresses, any previous add-on will be grandfathered in for as long as there are no changes made to the plan, account, or the equipment.

You can freely establish a connection off the Comcast network to any email server as long as that server allows your connection. To also note, its not a matter of "finding" that your IP is on the PBL, its a matter fact that 100% of all residential IP addresses are listed on the PBL.
