In 2022, California enacted two new laws in hopes of making the sale of catalytic converters more difficult. The first law requires recyclers to keep specific records on the parts they buy and sell.

"It has gotten to the point where everyone knows someone who has had their catalytic converter removed illegally from their vehicle", says California Senator Ron Calderon, who wrote the bill.
